No. PlanAutomate does not require Dynamics 365 Project Operations. More precisely, PlanAutomate users do not need a Project Operations license.

PlanAutomate is built on top of Project Accounting in Microsoft Dynamics 365 Finance. That means the project financial foundation remains inside D365 Finance, while PlanAutomate adds deeper capabilities for project planning, forecasting, costing, governance, scheduling, and execution.

Some project finance or administrative users may still need access to Project Management and Accounting in D365 Finance. But most project users can work directly in PlanAutomate without needing a Project Operations license.

This is important for project-centric companies that want to manage projects inside D365 Finance without adopting a separate Project Operations deployment or a CRM deployment. PlanAutomate gives them a D365 Finance-native path for stronger project control without requiring Project Operations.
